The Planning Commission has held multiple meetings and public forums to solicit the priorities that need to be addressed in the official Hudson Plan. After collecting a list of suggestions, the Commission held multiple sessions to discuss these in detail and create a list for a five year plan. This list is what we believe is the most important work that needs to be completed, or well on the way to being completed, in the next five years.
It is critical to begin work on this plan immediately. There need to be regular reviews (i.e. monthly village board meetings) to ensure continued progress towards completion of this plan. This list of projects allows for the village board to budget for this work.
As these projects are initiated, research needs to be completed to determine if there are grants available; specifically, if there are governmental or legal requirements for these projects, or if we have to meet specific regulations.
Official Plan projects and details:
- Village-wide sewer
- Research options for village-wide sewer:
- Create stand-alone sewer system for the village
- Connect to Bloomington/Normal
- Other possible options
- Acquire recommendation from Farnsworth, as to the best option/options available.
- Research available grants from state, federal, etc.
- Create a plan to add an additional charge to each household that will be deposited into an account to help offset future expenses. Document what expenses can be paid from this account.
- Contact Bloomington/Normal Waste Management to discuss options to connect to their service.
- Meet with other small villages to discuss their plan – Downs, Leroy, Lexington
- Determine options for how to finance village expenses to install the sewer
- Determine options for how to finance resident hook up expenses
- This will increase the possibilities of attracting new business, expanding current businesses, and keep the businesses we have.
-Determine issues (based on current issues and past knowledge)
- Possible bottlenecks – where drainage empties into 6 Mile Creek, under interstate 39
- Potential tile-size issues – when we do repairs should we be getting recommendations (engineering specific) to increase size where needed and upgrade at that time.
-Create plan to resolve these issues
-Improved drainage will potentially attract new business and new residents
3.Maintain & Update current infrastructure
-Sidewalk from West Street to the new Dollar General location
- Initial thought is on the south side of Franklin Street
- Potential use of TIF funds as appropriate
- Discuss with McLean County to share expense since it is a county road
- Discuss with Hudson Township to share expense on their property
- Discuss with United Community Bank to share expense on their property
- Need estimate on the cost when discussing with these entities, specific to each
- Village employees responsible to do as much work as possible to reduce cost
- Determine specifics of sidewalk – width, thickness, distance from road, etc.
- Reduce potential liability of pedestrian/bike/vehicle accidents
- This will help when trying to attract new business to Hudson
- Potential to complete the sidewalk on Front Street all the way to Franklin Street
- Utilize the sidewalk recommended above for Dollar General from West St to Front St
- Potential use of TIF funds as appropriate
- Reduce potential liability of pedestrians needing to walk on the road
- This will help when trying to attract new business to Hudson
- Repair and maintain existing sidewalks
- Install new sidewalks where needed
